Joshua Lavrinc brings over two decades of expertise in commercial real estate, project finance, and structured investments, positioning him as the driving force at Grow Community Development Capital. With a multidisciplinary background spanning development, lending, finance, and law, Joshua specializes in creating innovative solutions that drive capital formation, investment returns, economic growth, and community revitalization.
As the founder and Managing Principal of Grow Community Development Capital LLC, Joshua has provided strategic financial and consulting services to for-profit and nonprofit clients nationwide especially in structuring and leveraging Federal and State New Markets Tax Credit (NMTC) and Historic Tax Credit (HTC) financings and investment. His work extends to other tax credits, tax-increment financings, bridge loans, and other funding incentives for both for-profit and non-profit real estate and operating businesses. Beyond sourcing incentives, Joshua excels in coordinating complex business and transaction planning to deliver sustainable and impactful outcomes.
In addition to his consulting leadership, Joshua served as CEO of Callay Capital LLC, a real estate investment fund management company based in Pittsburgh, PA. He has spearheaded the operations of influential investment vehicles like the Power of 32 Site Development Fund, which he helped establish in 2014 and manage through 2024, as well as management of the Strategic Investment Fund from 2017–2023. Previously, his tenure as General Counsel for PenTrust Real Estate Advisory Services, Inc. helped to oversee real estate investments from union building trade pension funds and other investors that further underscores his expertise in managing institutional, impact investment funds.
Joshua holds a B.S. in Accounting with distinction from Pennsylvania State University’s Schreyer Honors College. He earned his J.D. from the University of Pennsylvania, complemented by a Certificate of Management and Public Policy from the Wharton School of Business, with a focus on real estate studies.
Mr. Lavrinc is active in the community, serving on the New Markets Tax Credit Advisory Board for WesBanco, as well as the Special Real Estate Committee for local non-profit Mon Valley Initiatives, and is a past President of the Board of Directors for the Pittsburgh Pastoral Institute. Mr. Lavrinc is also a frequent lecturer on real estate development and finance for industries and organizations including the Community Development Finance Association, National Association of Industrial and Office Properties, the Urban Redevelopment Authority of Pittsburgh, and Carnegie Mellon University.
Cameron Dively

Cameron Dively is a rising leader in tax credit finance, with expertise in marketing and managing New Market Tax Credits (NMTCs) and Historic Tax Credits (HTCs) transactions. Cameron’s experience, training and intelligence are an instrumental part of the critical services required to navigate the complexities of tax credit and financing solutions for a diversity of clients.
In the role of Marketing Director at Grow Community Development Capital LLC he focuses on managing the national network of NMTC allocatees. His responsibilities include relationship management, project marketing, and transaction closing support. Cameron also plays a pivotal role in the firm’s Historic Tax Credit initiatives, similarly managing project marketing and closing processes.
Cameron holds a BA in Ethics, History, and Public Policy from Carnegie Mellon University and an MBA from the Kelley School at Indiana University.
